Most SBC PICMG boards would be too wide to put side-by-side in my experience, and I haven't see any combination pci/isa PICMG expansion cards.

Is it simply for repositioning your SBC in case you need additional clearance or space?

Yes.
Advantech backplane with 2xPICMG + 2xSBC = dual-processor?
