FYI, No amount of heat will fix that. the bond wires, the connection between the silicon die and the bga PCB (the green pcb that connects to the main vga card pcb) have been ripped off.
Though you still apply some heat If you really want to remove the heatsink.
That's also always good advice when removing a stubborn heatsink that won't come loose, add some heat to it. Plenty of people have had it happen on AMD platforms, pulling the CPU out together with the heatsink.
Applying some heat makes the thermal interface material come loose easier.
In this state It's dead. No doubt about it.
edit: and aside from completely replacing the gpu, it will remain dead.
