I just recently installed Dosbox as well as the soundblaster16 file. Discworld is playable with music, but voices don't play along with it. Does anyone know how to remedy this?

There is a known issue in this game: the installation uses xcopy.exe to copy the directory "drivers" to the HD, but i thought this also applies to the music, so maybe that's not the problem you have.... How are you mounting the CD?
I followed the faq to set up dosbox, so my dos is mounted to an Oldgames directory in my C drive which contains a copy of discworld's rar archive in file format.

In that case, you are probably trying to run a pirated version of the game that does not contain the speech files(the original game comes on a CD and weighs several hundred mebibytes). This forum does not condone piracy and thus I can not help you, but even if I wanted to I couldn't... The only thing you can do is getting the CD of the game.
