From time to time I come across very cheap graphics cards at auctions marked as 'Dell E-G012-05-2436 Ati Radeon X600 Pro 256MB Dms59 PCi-e'. Are these cards full Radeon X600s or some castrated Dell OEMs?

Looks legit. It has 8 chips, 4 on each side in checkerboard pattern, which is similar to low-profile Radeon 9600 with 128-bit bus. Keep in mind that it has special DVI port which requires breakout cable.
I must be some kind of standard: the anonymous gangbanger of the 21st century.
Called DMS-59, you can have either dual VGA or dual DVI adapter cable or another kind of adapter VGA and DVI.

Found a review for that X600 model: https://www.youtube.com/watch?v=DiQ_EuTiVNE
