It's supposed to be required, but I had one without heatsink or fan running as my main PC for about 4 years. Just make sure it's the SL Enhanced version.
It would be this one (see photo), I think it's a very normal Intel 486DX2-66, I already have some AMD and ST ones, and they all have a heatsink and fan, I also have a Cyrix and an Intel with a heatsink and no fan, even if there isn't one written, fan and heatsink (required), I think to use a heatsink from a P4 chipset, and add a fan, it will definitely be better, I just need to find a way to fix it, maybe I would use hot glue, around the edges.
