Okay. Let me quote the text that is emphasised in bright yellow on the main VDMSound page. I'll even make it really, really big, and bold, even, so it's really, really easy to read.
VDMSound works on Windows NT 4.0, Windows 2000 and Windows XP. It does not work on Windows 95, 98 or Me.
In any case, if you would kindly direct yourself to the Quick Search box that is conveniently located in the upper-right of every page on VOGONS and type in "Win9x VDMSound" you will find a pre-beta version of a Win9x version of VDMSound. There is NO SUPPORT on it, so don't ask. Just read the README and you will (hopefully) be OK.

Because DOS audio is handled in a completely different way in Win98 than it is on NT/2000/XP. These operating systems do not allow direct access to the sound hardware, which DOS programs require. VDMSound was created as a solution for this problem.
Windows 98 does allow direct access to the sound hardware so it's not needed for using DOS programs. An alpha version for Win9x is available at showthread.php?threadid=900
It is relatively primitive compared to the NT version. That is because of the way the Win9x OS works. Don't expect miracles.
The short answer? It doesn't run on Windows 98 because it wasn't programmed for Windows98. It's the same reason Mac programs won't work on Windows 98.
