The game doesn't want to initialise the audio mixer. The game gets the CD audio volume at 0% always, unless you reset the Windows mixer.

What could be a potential issue and a solution?

Do you perhaps mean this game https://www.mobygames.com/game/3276/excessive-speed/ rather than "Excessive Sound" ?

You are right, I was too focused on sound
