If you just want to build a powerful rig for W98SE, then maybe something like SB Live! or Audigy (1/2/ZS) and their emulated SB16 for DOS games (at least running from Windows) will do. Of course it's not a full-fledged ISA sound card replacement, but it plays, it talks and what more do you need in W98SE?
If I'm not mistaken, VIA southbridge on this board should still support DDMA, so other PCI sound cards with an integrated FM synthesizer (ESS Solo, Yamaha, ALS) might work, but as Shponglefan writes, he hasn't had a good experience with it.
