Defs AI, it reads like the AI generated meeting notes at work. It's quite useful in that context because no-one wants to have to relive the pain by watching the recording, but the AI of course includes a disclaimer "Generated by AI. Make sure to check for accuracy."
It's super clever but fundamentally dumb - much like humanity really.

EDIT: The Notepad ++ 6.1.2 installer explicitly says that Windows 98 is not supported, so "everyone" saying it works is not quite believable.
Someone saying they have been trying for weeks to get that specific version to work reads like perseveration to me, if it is true, or, as you suggest an AI posted it.
For the record, the latest ANSI build (that I know of) that actually start under Windows 98 is in npp.6.0.bin.zip .
The latest build (ANSI) with working open and save dialogues is in npp.5.8.2.bin.zip (I can confirm that personally), as mentioned here [1].

there are some hints that an llm is operating - they tend to be verbose and repetitive, occasionally getting facts wrong without seeming to understand the implication.
i suspect in many cases we might suspect llm where actually we have a person who perhaps isn't confident in writing using one to create posts, or even more likely - just reads a little like one!
we are entering into a period where we cannot tell person from llm easily anymore.
theres a risk, if llms can carried away that forums of many kinds (inc social media) just become flooded to the point where reading them is no longer fruitful, eg
"I have built a vintage 587 with overdrive and sli voodoo tnt card to play grand theft half life"
"that is great, it is such fun to play older games at times"
"yes it is, i hope you are enjoying them"

We've arguably had LLM AI active on social media for over 15 years, except that usually meant (L)ow (L)evel (M)oron (A)bsolute (I)diot. Dysfunctional AI is basically that with a touch of chaotically nonsensical randomness (not actually random, though, effectively from a narrowly scoped entropy pool of a data set) infused into it .
I'd still be hesitant to jump straight towards accusing users of being LLMs. A lot of behavior that might look like an LLM seems to just be how people are now. Their brains are so fried from doom scrolling, it's like they have no reading comprehension anymore. People just talk past each other in ways that are baffling and confusing. I see it happen in real life with real people more now than I ever have. Online it's even worse, and once again, with people I've known for 10-20 years. Sometimes we even joke that one of us or the other is acting like an LLM. Then I usually feel filthy and spend an evening reading a book instead of being terminally online.

Edit: @Namrok Good point. It's also worth mentioning that "syntax checking" is something that programming languages feature for decades.
So an advanced LLM might be very good at writing proper grammar.
Better than native speakers, maybe, who write according to their gut feelings.

Unicorn herding operations are proceeding, but all the totes of hens teeth and barrels of rocking horse poop give them plenty of hiding spots.
In the past 3-4 months generally available general AI models have learnt to translate low resource languages with native speakers numbering in the hundreds. Non-corporate English isn't much of a challenge.

The AI presence is undeniable, but in that guy's case, I think we're dealing with a whole other form of intelligence.

There is something very weird going on with new threads and posts lately, it's as if a different kind of people suddenly actively joined the forum. Did any famous youtuber or similar recommend the forum? I can't think of anything else as the change is very sudden.

Assuming it is AI, then yes. But in my opinion it's just a different type of people (another generation? with different background?) who communicates in a way I find a bit strange.
