I have a Dell 2423 which seems to be the older version of the 2425. Versatile monitor with great range of inputs. Fixed aspect ratio allows for 4:3, 5:4, and 16:10. I love it.
I use it mostly for gaming at 1600x1200 though. The manual says it can do 720x400 @ 70hz (which is what it reads 320x200 as, but seems to work) but I’m not entirely sure it does - I use a CRT for DOS gaming so not an issue for me.
I did a basic test when I first got the monitor (epic pinball credits) and there was a small stutter suggesting it wasn’t 70hz but can’t say I looked too deep into it. Is there something I could run to test it for you?
