I'm quite frustrated now.

First my specs:

MSI KA780G (BIOS v16.0)
AMD Athlon X2 BE2300 @ 1.9 GHz
Sapphire Radeon X300 SE (128 MB)
1x 256 MB DDR2-533
PS2 Keyboard
IDE DVD drive
Seagate 80 GB SATA II (limited to 6 GB with SeaTools)

I'm trying to install Windows 98 SE via CD Setup. I did the partitioning and formatting and all the setup, but the first time after finishing the setup and it should boot to the desktop, I was greeted with the Win98 Logo and then the screen goes black and stays black, unless I press a random key and then moving blue bar at under the Windows logo gets stuck. Safe mode loads, but I constantly get a blue screen with the fatal exception 0E at 0167:BFF9DFFF.

I also set everything unneeded to disabled in the BIOS (LAN, HD Audio, onboard VGA )

Another issue I'm having is, that my USB mouse only moves up and down.

Copy the contents of the Windows CD to a directory on your HDD called "win98", go into the directory and run setup with the following command: "setup /p i".

This forces APM mode instead of ACPI, even if there's no option to disable it in your BIOS.

Didn't have success with that. The setup crashed at setting time and date. I came to the desktop in safe mode again, but I still get the blue screen with the same error code.

I'd perform two tests:

  1. Install WinXP on the current spec instead.
  2. Replace the SATA HDD with a PATA, while everything else stays the same.

And see if the problem persists.

It's possible that the RAM strip might be the culprit.

I've tried three different RAM modules 2x 256MB and one 1 GB and all had the problem.

Make sure that the northbridge is sufficiently cooled. Check thermal paste, maybe add a fan, etc.
I know from my experience, that AMD 780G gets pretty hot which leads to instability.

What drivers are actually installed?

I built:

You might also want to update your BIOS to the latest 16.6 (https://download.msi.com/bos_exe/mb/7551vG6.zip); the CPU compatibility list of BE-2300 asked for at least 16.1 (7551vG1.zip).

Yes, I wanted to to that, but I don't quite understand the procedure in the Readme.

Save existing:
Blah backup.bin /o

Write new:
Blah biosfile.blah /p

I suggest doing both.

If I disable ACPI in the BIOS, my system won't even get past the DMI Pool Data screen. Instead it just restarts.

Get a different motherboard... Windows 98 works perfectly on the 780G platform. I thoroughly tested it.

The fact that you're getting into safe mode makes me think it's some kind of hardware driver issue.

Since you say the screen is going black, have you tried different video cards? maybe an old PCI card. Verify that your videocard is in good working condition. Maybe a card with less vram.

If this is your first time using your motherboard then I think dormcat's idea of installing windows xp might be useful just to make sure everything is working.
I've experienced difficulty using dos based flash tools. Often the motherboard manufacturer will have a windows based utility or more modern motherboards you can flash from the bios using a flash drive. But I kind of doubt that a new bios version will solve your problem.

for your mouse issue maybe use a ps/2 mouse?

Unfortunately t's just a guessing game for what hardware windows 98 doesn't like

If I had to guess, I'd say it's the ati drivers

I installed no drivers so far. I just did the setup. I didn't get prompted installing drivers during the setup.
