Fullscreen all of a sudden not truly fullscreen

Fullscreen has always been fine and all of a sudden its not truly full screen. Has half the windows bar at the top. My settings have been untouched for a very long time!

my settings:
Fullscreen=true
Render=openglnb
Fullscreen res=0x0
aspect=false

Any ideas or anyone else having this issue?

You could try changing those settings or starting with a fresh, clean config.

I did try every render, desktop vs 0x0, and a fresh config. did same thing.
I even tried running, with all the different options, through D-Fend Reloaded and DOSBox Launcher. same result.
Does DB have a true FS vs borderless FS?

render=opengl is wrong

it should be output
