How to view pictures of a folder in Windows 2000 like in Windows 7, 10, etc.. moving between pictures with arrow keys

When I open a folder full of photos, I can open only one picture, and I can't move left and right to see the other pictures.

Which safe and secure application should I install in windows 2000 to be able to see all the pictures and move between them like we do nowadays?

IrfanView. It's a fine image viewing program with some minor editing options. Small, light weight and works in almost everything at least upwards from W98, maybe on W95 too, I don't remember trying it. I've been using it on all my Windows PCs for over 20 years.

Version 3.0 introduced Thumbnails, I usually stay on 3.0 or 3.6 for retro PCs, but I think it supported W98 up to 4.40 and there were still some good feature updates for Thumbnails past 3.6, but that was never particularly important for me. And I'm not sure, but I think XP is still supported to this day.

Mystic Thumbs comes to mind. Screenshots can be seen here. Not sure if it runs on Windows XP and below, however.
I've used it in the Windows 7 days, to get back Windows XP type of thumbnails.

i tested it, but is very slow. I'm using v4.44. Do you think that if I use an older version will move between images faster?

It's very light weight, it shouldn't be slow. I don't think there will be any significant improvements on older versions.

To make thumbnails in irfanview come up more quickly, you could try going to thumbnail options and choose a smaller thumbnail size, uncheck 'use resample...', and check 'try to load EXIF thumbnail'

it's slow when moving between images, not previewing them on the folder
