That really depends on how much your motherboard is flexible for tweaking. If you can manually set multipliers and voltage - high-end CPUs are much better option.
Assuming that mobo is not flexible and everything is set automatically, would you agree on celeron 4xx series?
An lga775 mobo somehow found me but it had a prescott 2M HT 3.4ghz, I could even feel how warm the case gets after some time.
So I quickly found a celeron 430 (1.8ghz) for cheap (1.5$) from my neighborhood, TDP is only 35W vs preshot's 84W, saving about 50W!
Now it runs much cooler and happier.
Another thing, I don't like multi-cores, hyper-threading, eist, etc..
So I wanted the simplest and coolest cpu possible.
I can choose to use with it: dos/win98, or win7 at most. (don't like winXP that much)

Now if I somehow could make it run at 533mhz fsb at 1.2ghz it would be even cooler!
But I found no such selection in bios.
