What good programs that are free or minimal cost to use that outputs format that PCBway can accept? And where can I get LED pads diagrams to input into the design software?

Reason for doing this is none of chinese designed LED PCBs fits my requirements. Goofy things like too little copper tracks, too small resistors, and general bad layouts. Only way I get decent design is commercial light down-lights but this expensive and hard to find, to re-adapt using chosen LEDs with high CRI that I bought everywhere else.

Gerbers are standard. You can use whatever you want.
Check the requirements of the PCB manufacturer for aluminium PCB, track width, space ecc.

You can define the dilectric substrate as aluminium, but it's more important to do the correct settings when you set up the stackup in the production phase.
Or ask to the manufacturer to print the board on an aluminium PCB, they will set up everything for you.

For my projects I use KiCad.
But as I said you can go with whatever you like.
Use a free tool like KiCad is good, if you plan to share the project.
Otherwise you can use any software you like.
