is it though? 320x200 is just double-scanned and both have to run at least at 31khz anyway.

Is it available on fullscreen? Since you can scale any windowed output in GDI

About 512x384, 320x200 in 31khz at 70hz is not 200p, is 400, 320x400, 512x384 is 384p single scan. But you can have 200p at 120hz for example, single scan
