specifically, filezilla 0.9.14a. this is said to be the last version for 9x but is impossible to find now. currently using freeway FTP from 1996, which is a combined server+client and is not bad, but the problem is that modern clients will never copy with the folder structure intact. from my understanding, this is due to old FTP servers using MVS path convention instead of the modern unix-style one, though i don't understand why the old one can't be supported.

also supposedly frontpage 98 came with an FTP server on the disc, i've not been able to find that either though, at least without installing the whole thing.

For a client:
For 95-NT4 I use winscp419setup.exe
Supposedly 5.0.6 beta works but I've never tested it.

You can also use PSFTP for file transfer on Windows 95

Server:
Not sure why you would want to run a FTP Server on 95 but you could try smallftpd.

wFTPd was vintage software for hosting FTP on 9x and NT4.

Be aware it was well known software, and targetted for exploits. It's old and no longer in development.

Please use only inside an isolated network.

some notes for WFTPD: ctl3dv2.dll needs to be deleted before running, except for win3.1x where it needs to go into either windows or windows/system. also security needs to be disabled apparently. this one does seem to have a mostly compatible path format with modern clients, i'm able to copy folders, however it's a little buggy where i can delete a folder on the server and the client still thinks it's existing. this one does need a registration though or else only about 5 files can be transferred without closing the program.

I have been using slimftpd v3.18 on my 98SE and ME machines, but seems the original site is gone. I found a github page but it has updates that break 9x compatibility.
There's no GUI or anything, just a conf file where you define users and paths and a log output file.

I used WS_FTP LE which is 16-bit, runs on 3.11, 95, 98 at least. You can find it for free, no limitations.

The only issue I have is when used on NT4.0, some (not all) of the computers won't let me run the program from a desktop shortcut, but it works by running it from its installed location. Pretty weird. Guess there's an out-of-date system file somewhere.

Oh yes, I use WinSCP for many, many years. The latest stable version for Win9x is 4.4.0, the latest beta version is 5.0.6 beta. Martin (the main developer of WinSCP) confirmed it in this thread: https://winscp.net/forum/viewtopic.php?t=34226.

For NT4 I don't know...maybe I'll ask in the WinSCP forums.

I used this back in the late '90s because it seemed to be one of the much better options, although I was initially put off by the name sounding a bit scary 😁 In those days I recall many disappointing experiences with FTP clients and servers that didn't support resuming downloads, but presumably this one did since I kept using it.

For a client, I really wanted to use something integrated with Windows Explorer, but ended up using the command-line NcFTP because it supported resume and was a lot more reliable, and I think more forgiving of weird servers.

CuteFTP was very popular back in the day. There is probably a version old enough for Windows 95. However, it will not work with SSL/TLS encryption used on modem FTP servers.

there is a copy of filezilla server 0.9.5 on archive.org. this would run on 95osr2 unlike 0.9.14a, but the interface was glitched and when clicking anywhere, the program would crash with a comctl32.dll error.

totally unrelated, i was installing the 3.0 software for the ms sidewinder gamepad (swgameen.exe), and while it was copying files noticed said comctl32.dll. it updated the file to one dated 1997 and with this (possibly other stuff as well), it ran fine. out of the box, i could copy with the folder structure intact, directories were displayed correctly on the client and transfer speed was good. the only minor downside was, i was not able to set it to accept blank usernames, setting up a username with all the permissions was always needed to connect to it, however no password needed to be set.

looking for any version between 0.9.5 and 0.9.14a now, to find out which is the latest that will work with win95. interlockedcompareexchange is a win98 function so 0.9.14a is definitely out, probably a great option for that OS though.

edit: to not have to install an IE update or something like the aforementioned one, microsoft had redistributables for a slightly newer 4.72.x revision than the previously mentioned one, along with a newer 5.80.x that should still work under win95 (some version history here and here). according to MS, 401comupd.exe should not be run when IE 5.x has been installed before.

note: as per Q221836, there was at one point a bug with the former version of the two where if the file had already been updated to 4.72.3110 or later, it would delete that file, rendering the OS unbootable. it's said that they fixed this in a version that updates to 4.72.3611.1900 instead, however, the version number for every archived 401comupd.exe download i came across remains 4.72.3110.0. as Q186176 as of july 20, 1999 already referred to that newer version, it's highly likely this is the fixed file and they just forgot to change the version on the installer itself, but to be totally safe one may still want to check the currently present version before updating, or simply go with 5.70.

edit2: comctl32.dll 5.80.x is mentioned as eating up too many system resources over time here, which likely concerns the build linked above. a slightly older 5.80.x revision is suggested to fix this. 5.80.x is apparently needed for newer programs that still work under win95, like 7-zip 9.20.
