5V is definitely present or the card wouldn't be doing anything at all, but it will need 12V to power its analog stages and lack of sound output points to the likelyhood that 12V is missing.
Hehehe! I was looking at the same pinout diagram... Thanks! So, I'll start by measuring voltage on ISA slots from the riser card. I was hoping to isolate the riser from the equation...
