I've been scouring the web multiple times for the following packages:
sde-bdw-external-5.38.0-2013-01-03-win.tar.bz2
sde-bdw-external-5.31.0-2012-11-01-win.tar.bz2

My search ends up with absolutely nothing every time, as they seem to have never been archived anywhere. Supposedly these were the last two 32-bit versions that supported Windows XP, and the program allows for emulation of missing instruction sets.

Yup, that seems even less on the internet than other things that aren't on the internet. Since it's probably easier to get Bill Gates' phone number, phone him and ask him for root access.

But seriously, it seems to be mentioned in various academic papers. As you are a student who is very eager to replicate the work shown in these papers as an educational exercise, maybe you can ask the authors if they still have a copy.

Unicorn herding operations are proceeding, but all the totes of hens teeth and barrels of rocking horse poop give them plenty of hiding spots.

There's sde-external-7.49.0-2016-07-07-win. Supposedly doesn't have any real NT 6.0+ dependencies, just have to modify .exe files to require minimum kernel version 5.1 instead of 6.0 with something like this or plain hex editor, if one has been messing with PE headers, this one particular modification is quite trivial to do with hex editor.

Posting links to version 8.59, which was hard to find and may disappear any time.

None of the current versions even fool CPU-Z on my Phenom II X4 920 machine with Win10 20H2.

Tried running Ablaze Floorp with linked version 8.59, browser takes over 2 min before window with empty content appears, then it crashes.

I did a few tests in linux on my core2 quad system with different versions of SDE. It seems that the newer versions default to reporting the host processor to the applications. In order to do any cpu emulation you need to explicitly specify the processor. I think I also got a speed boost by using -follow-subprocess.
example: sde64 -follow-subprocess -cwf -- cpuid

Regarding my XP machine, which is an AtlonXP, I followed the process to change the required kernel version to 5 but got "ERROR: Intel(R) SDE requires a host CPU with SSE3", 🤣. This was with SDE version 7.49.
Hence, the search for lower numbered versions continues.

Can't say I had any luck with command line parameters. It seems this program isn't suitable even as a last resort replacement for a potato CPU.
