Hi! Is there a slowdown utility to slow down DOS programs within Windows without affecting Windows?

I don't think there is one. They all slow down the whole system.

Oh. Well...I can probably play the troublesome games from DOS mode, as, even though I get no Sound Blaster sound there, most such games don't us SB.
