Update:
I removed the old codec IC (VT1612A) and soldered a new one after several attempts. However, it is still the same. There is no audio output and the symptoms are the same as above. So it looks like something else apart from the IC.

I admire your persistance to repair that board. Have you checked power supply pins? Pins 1 and 9 should be 3.3V and pins 25 and 38 should be 3.3V or maybe even 5V according to the datasheet.
