I figured out how to get Z95 running on newer systems and thought I'd share. Here's a how to:

1. Mount your iso or CD and install the game with the installer provided in the link below. Make sure to install to the default directory, i.e. C:\Program Files (x86)\Bitmap Brothers\Z
2. Copy the draw file to the game folder
3. Extract WinZMod.rar file
4. Run Zxp.exe

Maybe someone will figure out how to get the cutscenes working...

Thanks to "Antares" for the installer and to... the other guy for the WinZMod.

And maybe check out https://github.com/narzoul/DDrawCompat in the future for newer Ddraw files.

Got it playing on Windows 10 (21H2)
Here's what I had to do:

1 - ??? REMOVED (Sorry DosFreak)
2 - Mounted the ISO with Alchohol portable (Or your favourite alternative virtual CD software).
3 - Run "Autorun.exe" from the virtual CD and install to any directory.
4 - Download and unzip DDrawCompat-v0.5.4.zip into your games location.
5 - Run "z9x.exe", have fun!
(I should mention the main menu is choppy for me but plays fine once in a game!)

Optional:
Z95 uses MIDI files for the music so to get it sounding more like it should I suggest installing VirtualMIDISynth and using a soundfont like Roland SC-55 v3.7.sf2

thank you for this, i have being looking for this version for ages, only ones i found is the DOS version and the crappy remaster from 2011. i found the iso for Z95 while back from some shady website but the iso image was corrupted, now thanks to REMOVED is actually working. got it working on my Pentium 4 Windows 98 build, the only issue i had is the audio is a bit low and even with adjustments in-game it doesn’t work well and the cut-scenes are missing for some reason, manage to get the missing files from the dos version. just copy "CUTS" file from the dos version to Z95 directory. what took me off guard is Z95 has "rude robots" option for uncensored dirty language (which i enabled), in the cutscenes they actually say the f-bomb and s-word which is the dos version they don't, i had no idea it was censored by default. i didn't expect games from that era to use harsh language aside from Duke 3D. this is very cool!

I have tried your approach but when running Install from mounted ISO I got a message "You have not installed game, or game is damaged"
So I tried just copy files and run it manually with ddraw patch but without a success (Windows 10 (21H2))

I have functional dosbox compilation with my original CD but I would like to play expansion map and this Russian port doesn't work unfortunately.

No idea why it didn't work for you, but I am using a different method now (Thank to eddman for uploading the fixes!):

1 - Use "Alchohol portable" to mount ????????? REMOVED (Sorry DosFreak)
2 - Run "setup.exe" and install
(I recommend not installing to "C:\Program Files")
3 - Unzip "ddraw.dll" from DDrawCompat into your games folder.
(Latest version I tested was "DDrawCompat-v0.6.0.zip" and works great!)
4 - Unzip and run "zexp17b3.exe" in your game folder, have fun!

Please note:
- The game will still play without the ISO mounted but you wont get any cutscenes.
- I suggest putting the "mouse speed" and "scroll speed" to max in the menus.
- Install "HideVolumeOSD" to prevent Windows volume UI showing up over the game while playing.
- Z95 uses MIDI files for the music so to get it sounding more like it should I suggest installing VirtualMIDISynth
then using a soundfont like Roland SC-55 v3.7.sf2
