Hello, I'm having this issue with my Pentium 2 build.
With Windows 95, any Commander Keen from the first all the way to Keen Dreams and hacks have a red tint, it might be caused by the 3d Blaster Banshee drivers, since it doesn't happen on FreeDOS.
There may be other games with this issue as well, but so far it's happening only on commander keen games for me.

Currently assembled vintage computers I own: 11

Most important ones:
A "modded" Olivetti M4 434 S (currently broken).
An Epson El Plus 386DX running MS-DOS 6.22 (currently broken).
Celeron Coppermine 1.10GHz on an M754LMRTP motherboard

I had this on my 386 too, which is running on DOS 5 and an old Tseng ET3000AX graphics card.
It puzzled me a bit, and I thought maybe it is this particular copy, then I moved on to something else.

Now I'm curious to know what really causes it...

Turbo XT 12MHz, 8-bit VGA, Dual 360K drives
Intel 386 DX-33, TSeng ET3000, SB 1.5, 1x CD
Intel 486 DX2-66, CL5428 VLB, SBPro 2, 2x CD
Intel Pentium 90, Matrox Millenium 2, SB16, 4x CD
HP Z400, Xeon 3.46GHz, YMF-744, Voodoo3, RTX2080Ti
