After countless days spent troubleshooting and chasing down dead ends, I managed to track the issue down to a shorted SB. There's a tiny hotspot when injecting 1.6V with a current draw of ~200mA on the SB right around the "e" in the Intel logo.
I wonder if isolating the CPU Vcore power rail to the SB would cause the mainboard to power on normally without the MOSFETs burning up, however there were so many other issues with the VRM (like two phases doing absolutely nothing while the two closest to ATXP4 connector were generating some voltage, missing ISL controler chip...) that I won't be able to test my theory. Of course, this mainboard wouldn't be fully working in this state even if it did power on normally.
Just for fun I'll try finding the trace which connects the SB to the CPU VRM, cutting it and seeing if that changes anything.
