Yes, DOSBox will work with extra language files. You can find some here:

I read the readme file but couldnt findthe config.com file to create language file... Where can i find?
The CONFIG.COM program is inside DOSBox, on the Z-drive.
Start DOSBox, and type
CONFIG -writelang MyLanguageFile
That will create the file "MyLanguageFile" somewhere on your computer. After that you can edit it with your favorite text-editor (well, almost - it might not work with all editors).

Yes I've started translating but it doesnt support Turkish characters? can it be corrected?
Not sure what you mean. When I look at the download page for the different language files, I see translations into Russian and Korean. If it works for those languages, I am sure it will work for Turkish too.
