I just got this Intellimouse 1.1A PS/2 ball mouse (model number X03-65047) in the mail today and was excited to try it out. Everything seemed normal until I went to play a game, where I then realized that flicking/moving the mouse too fast causes the input to act erratically, zigzagging based on the axis I moved too fast on. I first installed Intellipoint 2.2 to see if it was a driver-related issue, but it didn't seem to be the case. I then disassembled the mouse and made sure the ball and rollers were clean and made sure everything else inside seemed normal, which it seemed to be; no noticeable dust, dirt or corrosion, as far as I could tell.

The ball mouse I was using previously didn't have this problem, so what gives?

Sounds like the mouse has an issue, maybe someone plugged or unplugged it while a system was running (bad No-No for ps2 mice or keyboards)

Hate posting a reply and then have to edit it because it made no sense 😁 First computer was an IBM 3270 workstation with CGA monitor. Stuff: https://archive.org/details/@horun

Maybe? Aside from the issue described, everything else about it works fine.

I've read in a couple places that this is just a thing with ball mice, but the one I used previously doesn't have that problem.

I have same version Intellimouse 1.1A PS/2 mouse but model X03-48591, works well in Windows XP and DOS (plus many other MS ball mice, both serial, serial+ps2, usb and they all perform very well).
added: Under XP I can alter the mouse sample rate and buffer, is set at 100/sec and 100 (Device manager > MS PS2 mouse > properties > advanced), don't remember if you can under Win98se...

I see. Yeah, I decided to cave and buy a new old stock version of the mouse, but revision 1.3A instead of 1.1A.

See what you can do in Device Manager (see my above edited /added post) you might be able to adjust it smoother...

No option to do that in Win98SE, unfortunately. I've already adjusted the polling rate using PS2Rate and it doesn't fix the issue.
