According to vetz and Putas tests with PowerVR Midas3, Rendition Verite cards give the best compatibility. Furthermore with Tomb Raider PowerSGL patch (both PCX1 and PCX2) there are resolutions which are only available if Rendition Verite is present as a 2D card (although there is rare lagging in the most popular/playable 640x480).
In DOS the Tomb Raider PowerSGL patch (both PCX1 and PCX2) in 640x480 resolution I have found the Cirrus Logic CL-GD5436 as the most compatible (3rd column from the right here).
Although with OpenGL (GLQuake) Putas experienced 20% scores drop with Verite 2x00 and Trident Blade 3D and used Virge GX2 instead.

The Verite 2100 was one of the best for me too, but it was impossible to go below 640x480 in my testings, which can sometimes be a shame.
It's also hard to recommend since it's not cheap.
I had excellent results with a Cirrus Logic card too, the 5465 Laguna3D. Compatible and fast. RD-RAM might have helped here.
The best inexpensive solution to me is the Rage 128 Pro with old drivers (I found this out after my testings so it's reported to have bugs in my table).
The most intriguing was the Chips B69000, poor compatibility but very fast on Quake II. It's not that noticeable in the chart, I suspect minimum fps to be better than on the others. Again it could be related to RAM (it's directly on-chip).
