As far as I'm aware, Munt doesn't provide any MIDI Out functionality- as a software synth, there's no compelling reason for it to do so. There are plenty of utilities that can dump sysex patches to MT-32 compatible devices, including MIDI Ox, Mountain Utilities' MIDI Tools, a DOS utility called dump.exe, and my own MT-32 Editor.
I'm sure there are programs that can easily dump patches from an MT-32- it's certainly possible with MIDI Ox if you send the right commands.
The reason I never bothered implementing this functionality in MT-32 Editor is that unless you have a rare example with a battery backup mod, MT-32 devices always default to factory settings after being power-cycled. MT-32 Editor has all the MT-32 and CM-32L factory timbre/patch parameters built in if you want to edit them.
