Red faction 1 from 2001,
What was considered a high performance GPU for this game that is time era correct that runs with out problems..

I was about 14 at the time so I have no idea what GPU(s) they would have been and my research is coming up dry, aside from a gf4 ti 4600 possibly working.

It doesn't use pixel shaders from the new Geforce3 and Radeon 8500, Geforce2 GTS was mid-tier by its release (though still a strong card until 2003), technically looks okay on a Voodoo3 (In this game, the alpha textures will always be 16-bit regardless of capable video card, there'll always be banding). Geforce4 wasn't until 2002. Probably the most advanced thing it does with GPUs are the render-to-texture effects for a couple weapon sights (as they'd draw a figure behind walls), and maybe the RTT mirrors in the early-mid game.

Hmm interesting, so.. maybe going with a GeForce 2 would be best?

GeForces up to 4 are very similar. They just get a lot more efficient, higher fillrate, and a little bit more programmable. If you want to play above 1024x768 you should go for GeForce 3 or 4 Ti.
