I recently got a Soyo SY-019M1 board:

It came with this VGA card. It was moving through post codes, but it wasn't producing an VGA output:

I tested that card in other systems and it worked fine.
I put in MR BIOS 1.6 on the motherboard, no change.
I tried this board and got the same result:

I call that board my "+3 trident of healing" because there have been many times when a system board wouldn't function until I put that board in. It must do something that is liked by 1994 vintage BIOS. Either that or it is OK with sloppy signals. I don't know. Anyway ....
Things are not running perfectly.
- If I power off the computer for >5 seconds, the TVGA card comes up fine.
- If I do a quick powercycle or a hardware reset, the TVGA card comes up in black & white.
- The other VGA cards still don't work
- I got a gotek drive working, but the first couple tries to get known working CF's with known working CF-PATA adapters have been unsuccessful.
What is the most likely culprit here? Bad caps, broken path or short ?
