They can't be "read" in the common sense, but must be probed.
The Genius G540 EPROM programmer had a PAL guessing feature in its software, which tried to measure inputs/outputs and then generate a file.
Not sure how well it worked, though. The G540 was popular for a short time shortly before TL866.

Edit: The VS4000P is a clone of G540?

Hello there, I just aquired this exact same board ,and it too is not recognized by any MB (5160/XT Turbo/286/386/486) I have. Tried all jumper/DIP combinations. It just gives the standard AMI 1 long, 8 short beeps.
With some tips from kind folks to use DEBUG.EXE , I managed to download the OAK OTI 037C BIOS on a XT setup with 2 displays (using its integrated MDA) , and run this BIOS inside 86box, confirming BIOS is good.

With an oscilloscope, I saw pulse trains all around the board, which have to do with inputs (crystal VCLK/ISA address lines) to the OAK VLSI chip, but no outputs (no RAS/CAS/V SYNC/ H SYNC )

Is there anything I could try to check further if the main VLSI chip is bad, or if there is some input to it which is missing (maybe from a bad 74LS etc)? Thanks
