Hmm had a bit of a look as had been a while and I think only LTSC (Volume Licence) version of Office doesn't require a MS account of some kind!

All my gaming PC's (Mix of Win10 and below) are mostly offline and have a old volume licence copy of Office 2019 I use.
However mostly I just use my daily driver that has works copy of Office 365 installed.
