Use CVS build
and don't use the command line in Windows it's not supported in DOSBox.

Many "Windows" games are just DOS games with a PIF file and an icon tagged on. My guess is that you ran into one of those.
As h-a-l-9000 said, DOS stuff under Windows 3.1 is broken for the time being.

install windows 3.1 as this page says Windows 3.1x DOSBox Guide i followed all installation steps and i don´t have that problem which i used to have

That screen is what happens when it tries to display a 256-color image with the graphics card set to 16 colors.
