Which version of the installer are you using?
Dxwnd was fixed a few months ago, and a new pack compiled into the installer.
There aren't any reports of it failing, and I finished mercs Titanium with minimal issues.

i am using the newest version that was posted here recently

is there a way to play the hardware 3d versions on xp? the powervr one more than anything. the matrox one too?

those runs naturally using the mech2.org instructions, but depends if there are drivers for it, 3dfx runs fine thanks to nglide and MW2hook or the xp patch.

Unfortunately there is no Matrox or PowerVR wrappers

So i decided to put my dxwnd configuration as dgvoodoo config for Been_nath and myne to investigate as others here who may know better.
I gave a better feedback at the dgvoodoo's thread, under this config not only titanium is running great though it has some issues related to memory during a mission once in a while, this may also be a problem under direct3d, but for some reason dxwnd and mercs menu aren't agreeing with each other and the menu is always stuck on top left of the screen and cant be scaled at all without issues, ot kept in windowed mode as it should be.

my only wish is for a WASD config based on Mech5+MWO's default settings, but i finished these games before on the og scheme years ago.

this is from the last mw2installer+latest dgvoodoo2 build for mercs titanium, i also gave the entire feedback at the dgvoodoo subforum thread.
here in this case is to solve out the erratic behavior of the main menu window+direct3d resolution, on which i gave up after tweaking video and main for hours on dxwnd.

I'm not a dentist. I don't have the patience to pull teeth.

I am in no way suggesting there is anything wrong with the installer script included with the patch files. It certainly works.
I wanted it to work in new PowerShell and I wanted uninstall entries.
I'm not a person who comes to a forum to complain about anyone's hard effort freely given, SO, attached is an updated script that does both.

I also cleaned it up a bit, added parameters, swapped out some aliases for cmdlet names, fixed some casing, and function-afied it, so it a bit easier for the next person to tinker on.

It takes 2 parameters:
InstallPath: where to install the game, it will prompt for it if omitted.
And a switch NoConfirm: removes any and all confirmation prompts.

It will also add 2 scripts to the install folder, 1 to launch it the same way as the shortcut and one that removes all the files and the shortcut that will get launched from Settings.
The launch script is for any launcher apps (ESDE, LaunchBox, etc) so I don't have to go get the args from the shortcut myself, because I'm lazy. 🤣

And because it adds the uninstall entries in the registry you will need to run it as an administrator.
It has a #requires -RunAsAdmin on it, so it should just fail if you have not elevated.

A quick fix for the shortcut target coming out wrong under some cases.

Haven't tested it, but I did actually start on a more function based version, that read inis for config, and had a gui.

It took me a bit to get back to this. I took a look at your script.
Windows forms is kind of a pain to write in PowerShell. I propose this (attached).
This is all XAML, easier to tinker on and customize than straight code. Still works in Windows PowerShell and new PowerShell.

I had to get a little hacky getting the font to load, you'll know it when you see it.
Someone at MS decided that the XAML parser doesn't need to load loose files from loose XAML because WinUI doesn't ever load loose files.
According to their Github issues, they have no plans to fix it. So I need to place the font into the users font folder, if it's not already there.
