Seems to run fine in 2d windows, but in Dos, the characters look like they were run through a replacement cypher.

It was missing an inductor and I replaced it. Should I redo the inductor or does this look like something else?

The card did crash on me after running quake 2 for 2 minutes.

That is usually a symptom of memory corruption. Either a bad memory chip or a broken connection to one or more pins on the chip.

Ooof! That’s a toughy with BGA memory chips.

See the repair thread in my signature. That's very certain a memory issue. You can run R3MEMID to identify the faulty channel and then see if there is something wrong / damaged on the board.
