I believe it won't power up at all, although it may differ if the board in question has additional VRM.

yes have connector for vrm for the 2nd cpu. is an IBM PC365

If there is a connector for external VRM for second CPU, I’d expect that the CPU doesn’t work. Without VRM there simply is no power. I can’t see how there could be some other power rail connected to CPU which could fry the CPU if VRM is not connected. Then again, without VRM there is no point installing a second CPU at all.

Don't kid me, but... while I wait to find the right VRM, I liked the idea of ​​having a CPU in the socket instead of having it in the box where it's been for 20 years. I wouldn't even put a heatsink on it if it were disabled and therefore not producing any heat, so I could better see this magnificent and legendary CPU.

it wont hurt anything. w/o the regulator it will just sit there, cold.

that said, it might interfere with the 2nd cpu. you should leave the 2nd socket empty.

It is a mistake to think you can solve any major problems just with potatoes.
