Later hardware for win98 has some quality of life improvements, like better heatsink retention, better coolers available, working USB 2.0, compatibility with SATA drives... Just to name a few.

I switched to XP in 2004 when I bought Athlon 64 and 512mb of ram and to this day I still consider it the best version of Windows ever; but you need lots of ram for it - 512 is the bare minimum.

That was my experience too. Another issue with the RAM requirement was those new machines with 256MB, and Windows XP Home encouraging the fast user switching feature even though such a machine didn't realistically have enough RAM to make it worthwhile. It really took 512MB to regain the ability to switch between two programs (say, Word and IE) without causing a burst of disk activity, as you could previously do on your 128MB Win98SE machine.

I think another factor is the migration from dialup to broadband. At least in the US, dialup remained more common than broadband until some time in 2005ish (https://www.pewresearch.org/chart/broadband-v … tion-over-time/) and in mid-2006 which would have lined up with the 98SE EOL (not that home users cared about such things at the time) was still almost a quarter of connections. So going from some 128MB Pentium III running 98SE to some 256MB Pentium 4 running XP, just to run IE6 on dialup in both cases anyway, would have been pointless, as time is dominated by sitting there waiting for pages to load. I guess it would crash less though, which would be nice, even if it was perceptibly slower.

3DMark01 doesn't necessarily mean newer graphics cards score higher. My 1050Ti scores lower than my 8800GTS (G92). This has a lot to do with CPU single-core performance, memory access speed, GPU core performance, and VRAM performance. Newer graphics cards seem to be "lazy" in 3DMark01 and don't reach their full potential. My G92 performs quite well.
