Try turning off USB in the bios. Reset ESD Configuration and make sure PNP OS is set to YES.

Make sure your monitor is installed at least as a generic plug and play monitor and see if that helps. I've had issues with it getting reset to Default monitor when swapping cards or using a VGA switch/splitter and that has prevented me from changing resolution or refresh rate. I have gotten an X800 XL on the Catalyst 6.2 drivers to work fine under Windows98.
