First off my system spec.

1. Motherboard: Tyan S2877
2. CPU(s): Dual Opteron 248's
3. Ram: 4bg DDR
4. Video Card: GeForce 8800GTX 768mb DDR3
5. Sound Blaster Audigy 2
6. OS: Windows XP Pro SP2 w/DX9.0c
7. Mechwarrior2 31st Century Combat
8. I have several issues, one of which probably is that I am new to this and as such are making newbie mistakes 😀

Issue 1) There seems to be a high amount of latency between keyboard commands and execution. For example, I hit an arrow key to turn right, about 1.5 seconds later it starts to turn and jerks way farther than it should have. One side effect is that it is currently impossible to make small turning movements, where it was never an issue on my old 486.

Issue 2) Games feels like you are "floating" for lack of a better word. What commands are issued are executed slowly and exagerated, and some times it take MULTIPLE key presses to execute a command.

Issue 3) Sound issues, probably connected to my other standing problems. Music speeds up and slows down, music fails in missions (not as important as other problems). If I turn up my cycles past 25K the sound is so reverby that it sounds like noise, but when I turn cycles down enough to clean up sound, the floating and latency issues seem to get worse.

Side issue) Can the game be made to stretch across my full screen, or at least more of my screen, or will it simply give me the small picture in a large black box problem.

11. Video mode: Default, this game didn't support D3D or GL. 640x480
12. Version: Dosbox .65
13. Messed with cycles, so far mid 20k area works best but not that well. The more activity there is ingame the worse it runs. Actively looked for further instructions.

As I said I am new to this stuff, and I know I have ALOT to learn. I have NO shortage of system resources so I should be able to get this running nice and smoothe.

you could try dosbox 0.72 (be sure to have a fresh install. no old configfile laying around)
It is a lot faster and has better sound mixing stuff

Well, according to your games supported list, I think .65 was the newest version that was supported. There were several old games that I missed that I was wanting to run again, the Mech games, the Wing Commander games and Daggerfall, a few others here and there as well, but .65 was about the only version that all the games I was interested in seemed to support.

Or am I misinterpreting the the games page?

the game page indicates with which version the game was tested. So it might work in newer version just fine.
