It's like ReadyBoost/eBoostr but for Windows 9x and was written much earlier. Name had "launcher" or "rocket" word, probably was component of software suite like symantec utilities but from other vendor
How the program worked:
- Enable data collection mode
- Run the desired program from fragmented HDD until it is fully loaded
- Turn off data collection mode
- Util copies all I/O disk operations into a single file (without fragmentation)
- The desired program will be launched using a separate shortcut with a substitution disk I/O from a single file.

Was that related to Norton Speeddisk? Aside from the defrag utility I remember there being a utility that would optimize loading times. Don't recall the part about separate shortcuts though.
