I've had similar problems among others getting a Win98SE tower at my mother's house set up and found that disabling the line in config.sys that loads SETVER.EXE got me past that screen. Edit your CONFIG.SYS file, look for the mentioned line and, if found, disable it and restart your system and see if it works.

I deleted the line containing Setver.exe from config.sys, but it still didn't work.

But don't worry, I installed Windows Millennium Edition and didn't have that problem, and now I'm configuring it to play classic games like Duke Nukem 3D or Blood, and Blood actually worked very well in a quick test, hehe!

By the way, a colleague told me about typing Setup/p i before installing Win98, so I don't have the CONFIGMG problem, but I hope to try it later.

Try installing UMBPCI on your system in DOS mode. The site said it is a last-ditch approach to use if nothing else works. It is basically an alternate UMB/EMS driver that uses the computer's hardware to simulate the memory. You can find a link to it at https://dosprograms.info.tt/indexall.htm#utils. It was the only way thar got my Win98SE system working properly under DOS in Windows mode.

Yesterday I was testing several configurations, and I was finally able to install Windows 98se. You just need to type `Setup /p i` to bypass the CONFIGMG error. By the way, I already have Windows 98se and Windows Millennium installed on the same machine, and both are working.
