That sounds like you're thinking of CPUKiller or maybe Mo'Slo. I remember using those back in the day too! If you're on a modern system and trying to get old games to behave, you might also want to check out Throttle or just use DOSBox - it has the cycles setting (Ctrl+F11/F12) which is basically the modern way to do exactly what those old tools did.
For a program to auto adjust the speed like that, it would have had to do a continuous benchmark of some sort and automatically adjust the speed till it got as close as it could to the pre-defined benchmark score.
