for a typical async dram timing like 4-2-2-2, 6-3-3-3 etc, does the first read clocks include the cool down(ras precharge) waiting after the previous read cycle, or just the rated reading time from scratch to data valid?

Typically, the quoted timings (as you can select them in the chipset setup) are for "page hit", that is the requied page is already open, which means /RAS is already active. There are two further scenarios: No page is open, so the row setup+hold time needs to be added, and the worst case, a different page is open, in which the RAS precharge time needs to be added as well.
