Looking for an emulator that lets me paste text from the clipboard or import it in some other convenient way.

You should consider asking in the TI99/4A section at AtariAge. It has has... very active.. greybeards and programmers in it.

It has a dedicated subforum for Tomy Tutor.

More than likely, you can use Classic99 with the process to create a memory dump cartridge image, then modify it after the fact to create a Tomy capable one.
There is a thread detailing this process in the normal TI99/4A section. It has been used to make cartridge images of many classic BASIC titles for use with a FinalGrom.

The Tomy has a different memory space, but mostly identical hardware to a 99/4A. Manual editing with a hex editor may get you a Tomy capable cartridge.

MAME has tutor emulation, but I dont know about "paste" support.

MAMEUI has a built-in clipboard paste feature. However, in the case of Tomy Tutor, it works extremely poorly — characters disappear in almost every line.
