Sorry to necro, but just wanted to chime in that the CS4281 belongs in the category of cards with official "PC/PCI" support that was never properly inplemented... I initialized it with "CWRDOS /A 220 /I 5 /M 1 /C A /V". The "/C" parameter indicates the "sideband channel" (A, B, or C -- not sure if this matters) for PC/PCI Mode (placed in autoexec.bat on startup).
Obviously, I have the card connected to my motherboard's PC/PCI header with a SBLink cable. Curiously, the card has one of those extended PC/PCI connectors, but that should not make a difference. I only used the 5-pin (6-pin) "keyed" portion of it.
It accepts the command and correctly sets the parameters (it is important to put a space between the parameter and the value). With the "/C" parameter specified, it shows "PC/PCI Mode", but nothing detects it and it doesn't work. With it omitted, it shows "DDMA Mode" and it works fine.
I am testing on a BX board.
A shame, this could have been a worthy candidate. I suspect the FM is reasonable on this model (I have revision "C" of the chip, according to the utility). I will stick with the Yamaha which does have fully functional PC/PCI.
