Here are a few that I could think of on the top of my head:

PS1: ePSXe versions 1.8.0, 1.7.0, or older
Genesis: Kega Fusion 3.6.4
SNES: ZSNES 1.51*
NES: Nesticle*

* Has both DOS and Windows versions available.

Sorry I can't think of any other systems since I haven't been in the emulation scene in years.

I love the ePSXe, was using it and I'm very happy with it:)

Why

Nestopia has had Win98-compatible builds in the past

FUCK "AI". It is a tool of fascism. We do not need it. We do not use it.

Sorry fo necrobumping. I would like to point out - at least to anyone who Googles this page - that the final version of XEBRA (xebra221106) works on Windows 98.

RetroArch just this month introduced Win98 compatible builds: https://www.libretro.com/index.php/retroarch- … 00-pre-release/ and with it should come quite modern cores.

RetroArch sadly doesn't support PS1 emulation, since the only two emulators at the time (Bleem! and ePSXe) are closed source. Not sure if Mednaffe(n) (these are the Beetle cores, right?) ever supported Windows 98.
