Apple is going to use Intel fabs in the US to manufacture their next-gen chips, with Intel's manufacturing processes and expertise going into the designs. That's all.

'Collusion', 'Trade Secrets', 'NDAs', and 'Subsequent falling out with orphaned systems and chips' is what I forsee.
Similar with Apple's *prior* deals like this.
Apple already develops their own chips, and TSMC makes them

I foresee this arrangement to implode, with users left holding the bag as the systems using that silicon get left out in the cold, *again*, because that's historically how apple approaches this. Intel will fail to deliver to Apple's satisfaction, and apple will take its ball and go home, like it always has done.

That's one of the major problems with Apple, and it's even worse in their own stores. There was a news report here a few years ago exposing the tactics they use. The technicians also apparently have sales targets. To meet them, they are inclined to tell exaggerated stories (in some cases outright lies) to give the customer the "painful truth" that repairing the thing they already own would be too expensive, in order to get the customer to believe that it was their decision to buy a new replacement. In one example from the report, the machine in question could conceivably have been fixed with no new/replacement parts, in a few minutes and for little money, which another third-party technician did, explaining that it was workable, but not necessarily a long-term solution, but that it could be fixed long-term with the replacement of one not-ridiculously-expensive cable. The Apple retail employee's story? There was liquid damage to the logic board, and replacing it would be prohibitively expensive; they could do it, but for that price...

I’ve had a situation with my moms iPad mini that the parts to repair were under $20 but youbreakifix (the only local repair option) charges more than buying another device
So I don’t think it’s just Apple.
The repair cost seems to only make sense on more valuable newish devices that assumably are still under warranty anyway.
Not sure how those places stay in business.

It is a broader problem, and, to an extent, due to the way modern devices are built, but this exposes another side to the story. A supposedly-qualified Apple "Genius" lied to the customer (there's no other way to describe what he said), in order to get them to buy a new machine. The machine the customer brought in was not only fixable, but all it would have taken was a replacement cable. Where did the liquid damage story come from? It could be conceivable that the so-called technician in question was simply incapable of more in-depth trouble-shooting, but the explanations are still not great; he now has to choose between admitting that he is a liar (even if he wants to blame Apple for the policies that forced him to lie in order to keep his job) or incompetent.
