I am installing it from FreeDOS 1.4, and I've tried using setup /nm /is and also letting it run ScanDisk first, however it still seems to do this, along with corrupting the installer to immediately cause the error and leaving a bunch of corrupted files inside WININST.

This is on a Toshiba Tecra 8200 which should officially support Windows 98.
