This TNT2 I have smears dark colors into light colors horizontally. Why might this happen? Is it old capacitors or something deeper that's not worth shooting.

Could be Vbios bit rot that has corrupted the palette tables.

Id look at flashing a new bios over and checking the integrity of the Vbios chip itself.

Outside of that it could be a resistor/cap on the VGA output side that is going out of spec too, might be worth checking them.

It's definitely a smear, so it feels like something in the analog circuit rather than the VBIOS.

check all the passives on the color lines upstream of the vga connector
