I heard that backward compatibility doesn't extend beyond PCIe 3.0 because the voltage and communication protocols are completely different.

The official PCI SIG FAQ states that compatibility between PCIE 5.0 and older versions is maintained. Even PCIE 7.0 maintains backward compatibility. PCIE 8.0 is yet to be ratified.

Hello everyone, I am a collector of vintage graphics cards and own quite a few classics, including the NVIDIA GTX 280 (PCIe Gen 2). I’ve heard that using these older Gen 2 cards directly on modern PCIe Gen 4 or Gen 5 motherboards (such as Intel 11th Gen and newer or AMD AM5 platforms) often leads to operational failures. This isn't just a matter of CSM/UEFI firmware compatibility; there are fundamental incompatibilities at the hardware level regarding electrical characteristics and protocols. Specifically, it is said that factors like lower voltage swings, strict Link Training (LTSSM) timeout limits, and Spread Spectrum Clocking (SSC) mechanisms on new motherboards prevent a successful hardware handshake with this 15-year-old card, triggering a VGA POST error. Has anyone here actually tested a PCIe 2.0 graphics card (without UEFI support) on a modern Gen 4/5 platform? I have used a PCIE Express 1.1 video capture card in a PCIE 4.0 slot without issue and I have also used a PCIE 2.0 SATA controller in that same motherboard (all its slots are PCIE 4.0).
Others have had issues with older PCIE devices in newer PCIE version boards (even before PCIE 4.0) . Some of these issues were worked around by forcing PCIE mode to a lower version in BIOS or other tweaks. Sometimes, there were no workarounds possible or at least none were found by the affected users. There may be other possible workarounds in such cases that were not tried (i.e. using an external PCIE switch). While compatibility issues are bound to happen in some cases, due to things like implementation bugs (software or hardware), especially when combining hardware components with a large age gap between them, fundamentally it should generally work.
My point is that there is no fundamental design incompatibility between PCIE revisions according to the the most authoritative source on the matter, the PCI SIG.
That being said, someone will hopefully chime in with a specific example of a PCIE 2.0 GPU running in PCIE 4.0 or 5.0 slot, but that will only demonstrate what is already known in terms of compatibility (that it should work) and will not tell you anything beyond the fact that a specific PCIE 4.0 or 5.0 board and a specific PCIE 2.0 GPU working together. Another motherboard with the same chipset might have issues due to a bug, for example.
Oh, and if you have been asking an AI about this, I strongly recommend that you ask it to provide references (web links) to back what it is saying and that you verify them.
